It used to be that the NCPA offered paint "sponsorship" to all college clubs, back when paint cost $60/case and up. Fortunately, with the advent of the internet and the growth of the sport, paint margins have been greatly reduced, and most everyone has access to well-priced paint. The same is generally true of other paintball products - margins have gotten so low that the overhead of running a discount program is often greater than the discount.
The NCPA *CAN* help you get paint if your club needs help, including wholesale pricing from pretty much all paint distributors. Keep in mind that given how low paint margins are nowadays, you are probably better off talking to your local field owner and working out an arrangement with them. Bring out a few rec groups to help your field's business and you will enjoy many more benefits than saving a couple bucks on a case of paint. Also keep in mind that your field probably orders skids of paint at a time, so their base price is probably lower and their shipping costs (per case) are also probably lower - so even if you were to place your own order, by the time you paid for shipping on it, you wouldn't save much money anyway.
